Good advice! Take out the garbage and don't bring it back in!
Is this a misunderstanding of the expression 'please take note of something'? A note, on a notepad, is often called a 'memo' in Japanese. Memo ought to be short for memory? So the author wants to say: You must remember to take your garbage home?
I'm not sure what they were thinking when writing this, but it does sound like good advice - you must never forget your memory somewhere!
