Must be a Mario fan that lives there. I think it’s fun 😀
I'm not a gamer, but did a bit of research on Mario. He is usually wearing a red cap, this blue one gives him the power to vanish for 20 seconds. The wings, another 'prize' in the games, empowers him to fly for a short time.
Maybe the person who lives in the house has achieved those two awards in the game, or he wants to become invisible and able to fly. ???
I'm not gamer.
But I read and though about Queenie-san comment.
Mario in the photo seems special.
I think the person who owns the building in the photo is an enthusiastic Mario game fan.
But,The purpose is mystery.
I love this! So happy!

Mario usually has an M on his hat, I think - so maybe someone whose name starts with an S 'borrowed' him here?
