I don't think the picture fits the message so much as it could.
I sometimes see people like this poster all over Japan.

Surprisingly, I find the trains in Tokyo to be very quiet! Most people who speak loudly are foreign tourists!
I noticed train cars are a lot more quiet in Japan than here. Here it's just constant background chatter, so it doesn't really matter how loud one person is talking.
