One has to make luggage take up as little room as possible, e.g keeping it on one's lap. The shelf is only ok if the luggage doesn't risk falling off in case the train makes a sudden stop. Also, removing something heavy from an overhead shelf can be dangerous.
Luggage is a tricky subject.
Always good to be reminded.
I'm not quite sure if this poster is pro pr against putting luggage on shelves, but I agree with Queenie, it can be a tricky subject.
