There is a lot of red tape in Japan. It tangles up easily, but the aim for the authorities is to untangle it, iron it into a crisp ribbon and finally tie up the case that caused the tangle in a beautiful, straight bow.
I can not imagine a case like this happening in Sweden.
I've never heard of that before, but it does make sense. Somehow cases need to be closed. That's a very tragic case.

I've never heard of that before (well, other than the British post-humously executing Cromwell, I think?), but it makes sense to get some official closure in cases like this.
