I Think It Was a Neighborhood Children's Festival
Behind my apartment is a small park that I can see from my back door and balcony (I live on the second floor). Many things go on in the park - people play gateball a couple of mornings a week, children play, get togethers are held, recycling collected, etc.
One Saturday morning a stand and some lights were put up.
Several evenings that week, children and a few adults were out there. I think they were practicing some dances.
The next Sunday morning, the priest/monk from the New Year Burn was back for a ceremony.
After all of that, the children left the park with the drums and pulling a small mikoshi that looked like it was built by children. I don't know where they went but they were gone for quite a long time.
When they returned, photos were taken and then everyone left.
Late in the afternoon, the festival started up.
Monday morning, it was quiet again.
I don't always know what is going on, but I enjoy seeing it anyway.

If it involves children, it could not be something bad. However, it's good to know what goes on in your vicinity. You should make inquiries about events to take place near your home.
Interesting to observe, even without knowing what it is all about.

The festival seems to have two performances. One is "Gion masturi", carrying a portable shrine in the town and the other is "Bon odori" dancing around the tower where dance musics are played. I love both!
