Run down, maybe. But it still looks quite lovely.
Maybe the deity is a recluse.
It doesn't look a shrine that hasn't been maintained at all. The air inside the shrine seems to be clear.
When going to shrines and temples, I think it's best to avoid places that are too run-down and lonely.
You're right, it looks clean and well repaired, but a bit neglected compared to other shrines.
